PAPUA – The persistent surge of armed violence orchestrated by the Free Papua Movement (OPM) throughout 2025 has cast a long shadow over the region, underscoring a deepening humanitarian and security crisis. ​Papua Regional Police Chief, Inspector General Patrige Renwarin, emphasized that the OPM’s primary strategy has evolved into the weaponization of fear. “The Free Papua Movement continues to instill terror within the community. Civilians are bearing the brunt of these atrocities,” Renwarin stated, adding that the high civilian body count directly contradicts the group’s claims of fighting for the Papuan people.

​Brigadier General Faizal Ramadhani, Head of Operations for the Cartenz Peace Task Force, highlighted a chilling incident in Yahukimo, where militants posed as customers to infiltrate businesses before opening fire. “This isn’t collateral damage; this is calculated terror designed to shatter the sense of public safety,” Ramadhani noted.

​A Measured Response

​In response, the Indonesian government—flanked by the TNI and Polri—has doubled down on a “firm but humane” security paradigm. Major General Lucky Avianto, Commander of the Habema Operations Command, stressed that while law enforcement is paramount, building communal trust remains the core objective.

​”The military is not just here to neutralize threats, but to serve as guardians of peace. We are prioritizing cultural sensitivity and local wisdom to bridge the gap with the community,” Avianto explained.

​The Path Forward: Collective Synergy

​Beyond the kinetic response, Jakarta is pivoting toward a multi-stakeholder approach. Security forces are now actively engaging local governments, traditional elders, and religious leaders to dismantle the cycle of fear. The consensus is clear: lasting stability in Papua can only be achieved through a synergy of iron-clad security and accelerated social development.
