Agriculture Minister Amran Receives CNN Indonesia’s Transformative Leadership Award 2026

JAKARTA — Agriculture Minister Andi Amran Sulaiman has been honored with the Transformative Leadership in Agricultural Governance award at the CNN Indonesia Awards 2026, held in Jakarta on Friday (Nov 6).

The accolade recognizes his institutional overhauls, bureaucratic streamlining, agricultural modernization, and rigorous anti-corruption enforcement across Indonesia’s agri-food sector.

The award was accepted on Minister Amran’s behalf by the Ministry’s Secretary-General, Suwandi, who highlighted the tangible structural shifts achieved under Amran’s tenure—most notably record-high national rice reserves reaching 5 million metric tons.

”Under Minister Amran’s leadership, structural shifts have redefined national agriculture,” Suwandi stated. “The strategic transition from traditional farming to modern mechanization has delivered unprecedented outcomes in output and food security.”

Minister Amran has consistently identified deregulation and modernization as the twin pillars of national food sovereignty.

”Our strategy to achieve self-sufficiency rests on two pillars: aggressive deregulation and transforming agriculture from traditional methods to a modern, technology-driven enterprise,” Amran noted.

Key Performance Metrics & Governance Reform

Sector & Policy DomainKey Performance Metrics & Policy AdjustmentsEconomic & Operational Impact
Subsidy DeregulationStandardized 145 conflicting fertilizer distribution rules; cut subsidized urea and NPK prices by 20%Urea lowered to IDR 1,800/kg; NPK to IDR 1,840/kg, driving down farmer production overheads
Mechanization & TechScaled deployment of modern tractors, combined harvesters, and smart farming toolsStreamlined harvesting timelines, reduced post-harvest losses, and lowered labor dependency
Anti-Mafia Enforcement102 suspects indicted by National Police Food Taskforce (2024–2026); revoked 2,231 problematic distributor licensesEliminated illicit hoarding, rice adulteration, and fertilizer diversion across distribution networks
National Production2025 national rice harvest hit 34.69 million metric tons (+13.29% YoY)Strategic self-sufficiency achieved across 8 core commodities (rice, corn, sugar, poultry, eggs, shallots, chilies)
Macro Indicators2025 Agricultural GDP growth reached 5.74% (25-year high); October 2026 Farmer Terms of Trade (NTP) at 132.60Agri-exports expanded by IDR 166T while food imports dropped by IDR 41T in 2025

Regulatory Overhauls and Mechanization

Under Amran’s administration, the Ministry executed a sweeping overhaul of input supply chains. A major milestone involved restructuring 145 overlapping regulations that previously bottlenecked subsidized fertilizer access.

This regulatory clearing was accompanied by a mandatory 20 percent price reduction for subsidized fertilizers—dropping urea from IDR 2,250 to IDR 1,800 per kilogram, and NPK from IDR 2,300 to IDR 1,840 per kilogram—to directly lower operating costs for smallholders.

Parallel to input reforms, the Ministry accelerated field-level mechanization. The widespread adoption of combine harvesters and heavy machinery replaced labor-intensive manual methods, significantly curbing post-harvest crop losses while accelerating land preparation turnarounds across primary agricultural hubs.

Food Security Enforcement and Macro Performance

To protect primary producers and consumer markets, Amran tightened law enforcement against illicit market cartels. Collaborating with the National Police’s Food Taskforce (Satgas Pangan), authorities indicted 102 suspects between 2024 and 2026 for food distribution manipulation, grain adulteration, and price gouging, alongside revoking 2,231 licenses of rogue fertilizer distributors.

These structural interventions coincided with strong macroeconomic rebounds in the agricultural sector:

  • Production Output: According to Statistics Indonesia (BPS), 2025 national rice production expanded 13.29 percent year-on-year to 34.69 million metric tons. As of October 2026, state-managed rice reserves stood firm at approximately 4.56 million metric tons.
  • Commodity Self-Sufficiency: Indonesia reached full domestic self-sufficiency across eight strategic food commodities: rice, corn, refined sugar, poultry, eggs, shallots, large red chilies, and cayenne pepper.
  • Economic Indicators: Agricultural GDP grew by 5.74 percent in 2025—its highest growth rate in 25 years. Farmer Terms of Trade (Nilai Tukar Petani/NTP) reached 132.60 in October 2026, reflecting enhanced purchasing power among rural households. Furthermore, agricultural exports surged by IDR 166 trillion while food imports fell by IDR 41 trillion in 2025.

CNN Indonesia Editor-in-Chief Titin Rosmasari emphasized during the award ceremony—themed “Real Work for an Empowered Indonesia”—that the recognition honors leaders who implement decisive, structural solutions for national resilience.
